The Byakugan is a defining feature of Neji's appearance and plays a significant role in his abilities as a ninja. **

It's unlikely that Neji could defeat Madara. Madara is one of the most powerful and skilled shinobi in the Naruto series, possessing the Rinnegan and the ability to use powerful techniques like the Susanoo and the Wood Release. Neji, while skilled in his own right, does not have the same level of power and abilities as Madara.
